Rail 4.0 – open framework of action

“Rail 4.0 – open framework of action” – is the motto of the 3rd edition of the Rail22 International Conference organised by the ProKolej Foundation and co-organised by MEDCOM.

The event was held on 18 October 2016 at Centrum Giełdowe, the seat of the Warsaw Stock Exchange, in Warsaw. The participants of the meeting talked about how the railway industry has changed and how it is going to change in the coming years, what challenges await it – particularly in the face of the more and more competitive transport environment. The topics raised also included innovations and popularisation of modern solutions in the railway industry.

One of the participants of the discussion panel dedicated to technologies of the future was Janusz Biliński, who pointed out that the technological development of the Polish rail can be based, to a large extent, on the knowledge, experience, and solutions of Polish companies, which are already successful on the international market.

During the conference, a lot of attention was dedicated to a new EU directive on noise emission standards and the Luxtorpeda 2.0 programme. According to most of the participants, projects to be included in the programme should take part in a funding competition. But should financial resources be provided for the development of modern rolling stock or rather for infrastructure?

 “This is certainly not a question to which one could provide an unequivocal answer. The development of infrastructure is necessary, but on the other hand, constructing modern vehicles means the development of a larger number of economic sectors and notable benefits for tens of Polish companies, cooperators, and sub-suppliers. In such form, Luxtorpeda might become the motor force driving the Polish economy and supporting the development of innovation. Before adopting detailed solutions, it is therefore worth taking advantage of the experience of countries such as France or Germany, which have the process behind them already. We also have to remember one thing – Polish vehicles can be exported to every corner of the world, while infrastructure cannot, as it is only made available within our country,” stressed Janusz Biliński of MEDCOM.

The conference, opened by Jakub Majewski, PhD, President of the ProKolej Foundation, was attended by representatives of the Polish authorities, including Witold Słowik, Under-Secretary of State at the Ministry of Development, Adam Wielądek, PhD, honorary chairperson of the UIC, as well as members of parliament, representatives of the European Commission and the European Parliament, and managers of the largest railway companies from Western Europe and Poland.
